General Rules & Regulations • All exhibits must be made by the exhibitor. Gifts or store-bought items are not eligible for entry.

All entries must not have been previously entered and must have been completed since the 2020 Tri-County Fair.

All Professional entries will be Judged as professional and all amateur entries will be judged as an amateur.

• Entries will be accepted on Tuesday, Sept. 28 between 2 and 7 p.m. All articles must remain in place until 1:30 on Sunday, October 3. ITEMS LEFT UNCLAIMED ON SUNDAY WILL BECOME PROPERTY OF TRI-COUNTY FAIR AND CONSIDERED ABANDONED.

• Judging will be complete by the opening of the fair on Wednesday, Sept 29th. The judge's decision will be final.

• Canned foods must be presented in standard canning jars only, none larger than quarts. Pint jars and standard jelly jars will be accepted for appropriate foods. All jars must be sealed at the time of entry and remain sealed for judging or they will be disqualified. Each jar should be labeled with the exhibitor’s name and entry on the smooth side of the jar, ¼ inch from the bottom.

• All garments should be free of any rips, tears, etc. Article must be presented on a hanger.

• Tri-County Fair is not responsible for loss or damage to articles, although precautions will be taken to prevent any such happening.

• Only one entry per class may be made by each exhibitor.

• First place entries will be awarded a blue ribbon, second place a red ribbon, and third place a white ribbon. Each class is judged on a point value with each point valued at .50 per point. Best of Show entries will be awarded a rosette as well as additional points. Entries will be judged on their own merit and may not receive awards if quality does not warrant recognition.

• An adult, junior, children, and a division for the disabled will be established in each class. The Junior division covers children ages 12-17 and the children division will cover children under 12.

11. ALL EXHIBITORS AGE MUST BE PROVIDED ON ENTRY SHEET IN JUNIOR AND CHILDREN DIVISION. Entries will be judged by age accomplishment

• The judges have the right to refuse any entry that is not of quality.

• Food Preservation items that place first and second in food preservation and Best of Show can be sent to NEA District Fair by the exhibitor.

• Articles not listed will be accepted but may not receive premium awards.

• Any item unclaimed on Sunday, will be discarded. FOOD PRESERVATION

Jams and Jellies must have¼" head space.

Fruits, Juices, and Tomatoes must have ½" head space.

Meats and Vegetables must have 1" head space.

Pickles, Relishes, and Condiments must have 1/2" head space.

All items in this division, will be judged on the following basis:

Entries MUST be framed OR wired for hanging. There is a minimum size of 8x10 and a maximum size of 36x27 overall, except in toll painting projects. Judging will be based on workmanship, creativity, appearance and difficulty. Entries must be the original work of the exhibitor and completed in the last year. Entries must not have been previously entered in the Tri-county Fair. Only one item can be entered in each category. Entries will be awarded 1st, 2nd and 3rd place ribbons. Premium points will be paid according to the award. A Best of Show will be chosen for Adults, Junior, and Children Divisions. (Each point worth .50)

PHOTOGRAPHY

Must meet regulations! NO FRAMES OR GLASS Photographs must be 8x10 on an 11x14 mount or mat with a stiff backing. Youth photography entries may be 5x7 on an 8x10 mount or mat with a stiff backing. Entries do not have to be commercially matted. No identifying marks are permitted on the front of the mount or photo. One color photo and one Black & White photo may be entered in each class. Limit of 5 photos total.

PEOPLE WITH DISABILITIES

This department will consist of Junior and Senior Divisions Rules: This category is open to anyone with any type of handicap. Ribbons will be awarded according to quality, not number of exhibits in category. Only one entry per class may be made by an individual. Entries must not have been previously entered in any Tri-County Fair. Entries must be picked up on Sunday! (Each point worth .50) Categories:

APIARY

Beekeepers are encouraged to exhibit honey. All exhibits must be in clean quart jars and rust-free lids. Exhibits will be judged on the Danish system with Best of Show receiving 4 points, blue ribbon -3 points, red ribbon-2 points and white ribbon-1 point. A rosette will be presented to the best Apiary Exhibit.

FLOWERS

Rules: All amateur gardeners may make entries. In the Artistic Division, exhibitors are not required to grow their own flowers, but exhibitors must arrange their own entries. Specimens MUST be grown by the exhibitor. Potted Plants must have been in hands of the exhibitor for at least three months before the show. Ribbons will be awarded for first, second, and third place winners. An award of merit will be given for the best entry in the Specimens or Potted Plants. No extra premiums. The Tri-Color Award will be given for the entry in the Artistic Division...no extra premiums. Junior division will be established in the fresh-cut specimen as well as artistic. Entries that are not in the listed categories may be displayed, but will not be awarded premiums.

DISPLAY BOOTHS

Commercial, Adult Education (political & religious) Adult Hobby, Youth Education, Youth Hobby There will be a rental fee of $50 for commercial display booths. There will be no charge for education or hobbies if there are no sales from the booth. Booths do not have to be manned throughout the week. Use your own judgement. All booths must be in place by 5pm on Tuesday. For everyone's safety and convenience, we request that all booths remain in place until Sunday. You must furnish your own tables, chairs, tools, decorating supplies, etc. The Fair Association will furnish security fronts/netting and certified security personnel, but will not be responsible for loss of items from booths.

COMMERCIAL BOOTHS

Businesses in the Tri-County area are invited to exhibit at the fair. Businesses will be allowed to sell at the fair. These sales booths will be judged on originality and audience appeal. Three winners will be selected and will receive rosettes only. Sales booths are available in 8, 10, 12 and 16 feet spaces. Sales of the following items are prohibited: Liquor Food or Drink Pornographic Material Anything Illegal Garage Sale Items The Tri-County Fair will not be responsible for items sold by vendors at the Fair. Educational Exhibits This will include political and religious organizations. All exhibits aimed toward education. There will be a Youth and Adult Division. Exhibit spaces of 8 feet are available. Three winners will be selected from the Adult and Youth Divisions and will receive rosettes and cash premium awards. Hobby Exhibits Individual Exhibitors with an interesting hobby or skill may enter. Exhibitors may sell products from the booth for a $50 fee. Three winners will be selected to receive awards.

POULTRY DIVISION

This department will consist of Junior and Senior Divisions. General Rules & Health Requirements All chickens and turkeys must be tested prior to entering Fairgrounds. Testing will be done Tuesday, Sept. 28 from 2-7 pm at the Main Street Pavilion. Arkansas Poultry Division An official representing the person sponsoring the exhibition shall notify the State Veterinarian no later than thirty (30) days prior to the exhibition, giving the names, place, dates, and time of the event. The requirements for exhibition are as follows: Pullorum-Typhoid status: All poultry, including turkeys and excluding waterfowl, present at exhibition in Arkansas shall have originated from U.S. Pulorum-Typhoid clean or equivalent flocks or have had a negative Pullorum-Typhoid test within ninety (90) days of the movement to the exhibition. This information will be documented on an NPEP Form VS9-3, NPIP Form VS9-2 or similar certificate which will accompany the poultry during the exhibition. Any poultry showing evidence of infectious or contagious disease or insect infestation will not be permitted to exhibit. Record keeping: The sponsor of the exhibition shall compile a list of all poultry present at exhibition. The list shall contain the name and address of each owner, the number, species, breed, variety, type, sex and Pullorum-typhoid status of all poultry present. A copy of this lit shall be retained for at least twelve (12) months. (Premiums based on .50 per point)

This Department will consist of Junior and Senior Divisions. Entries competing for premiums in this department must be registered Tuesday, Sept 28, from 2-7 pm. All articles will remain in place until Sunday. Plates will be furnished by the Fair Association. Only one exhibit in class will be permitted by an individual. Crop must have been grown by the exhibitor. Not purchased from markets or other gardeners. First, second and third places will be awarded. Premiums will be .50 a point. LIVESTOCK DIVISION

This Department will consist of Junior and Senior Divisions General Rules & Regulations All livestock will be entered on Tuesday, September 28, from 2-7 pm. All livestock exhibitors will be responsible for care and feeding of the animals on exhibit. They will also be responsible for keeping the area where animals are tied or penned. Awards for grade or purebred classes will be made on the basis of individual quality and type. If the quality or type does not merit consideration no awards will be made at all. Swine will be judged in the show ring provided for this purpose in the exhibit building. Ribbons will be awarded for first, second and third places. When there is no competition, entries will be judged on merit and judges shall decide the final award. Purebred and grade livestock will not compete, but be judged on separate classes. If no competition, the judges will award placing based upon quality and merit of entry. The chairman of the Livestock Division will determine the class they will show in. Superintendent of the department may declare entries not eligible if the quality of entry is below show standard.

ARKANSAS LIVESTOCK

County, Jr. District, and State Fair Levels All animals entering the grounds including those showing in pet zoos, children's barnyard animals, Old McDonald Farms, etc., must meet the requirements of their particular species. Arkansas livestock (except for Arkansas sheep, goats, horses, and steers) must be accompanied by a certificate of veterinary inspection issued within 90 days prior to exhibition, showing the following: Arkansas Cattle: Negative brucellosis test within 90 days prior to exhibition, for females and bulls 6 months of age and over, or Animals originating from a Certified Brucellosis Free herd and Certified herd number is shown on certificate, or Official calfhood vaccinated animals under 18 months of age are not required to be tested if certificates show record of vaccination. All heifers that are 4-12 months of age shall be vaccinated before entering the show. Heifers that are over 12 months of age and are not official calfhood vaccinates will not be allowed to show unless they are from a Brucellosis Certified Free herd. Arkansas Swine: Animals to be tested within 90 days of exhibition or originate directly out of a validated herd, with validation number and date of last herd test shown on certificate barrows exempt. Animals to be tested negative for pseudorables within 90 days of exhibition on a test approved by the State Veterinarian or originate directly out of a Qualified Pseudorables Free herd. Free of other contagious, infectious, and communicable diseases (erysipelas, atrophic rhinitis, etc.) otherwise they will not be allowed to show and will be released from the fairgrounds.

Arkansas Sheep: Sheep will be inspected on grounds. No sheep showing symptoms of disease, particularly foot rot, sore mouth, sheep pox, and scrapple will be allowed to show.

Arkansas Goats: Goats may be examined on grounds by fair personnel, veterinarians, state or federal personnel. No goats showing evidence of abscesses or any type of disease will be allowed to show and may be released. As an Arkansas State Law, all exhibition sheep and goats must have scrapple ear tags before entering the Tri-County Fairgrounds. These are free and may be obtained by calling (501) 224-9515. It is the owners responsibility to have these tags on their sheep and goats when the animals enter the fairgrounds. This is a state law, and NO goat or sheep will be accepted for exhibition without these tags.

Arkansas Horses:

Negative Coggins test required within the past 2 months for all animals over 6 months of age. Photocopies will not be accepted. Premiums based on $3.50 per point.

Cattle All breeds or mixed breeds will be accepted and judged.

Horses All breeds will be accepted and judged.

Swine All breeds will be accepted and judged.

Sheep All breeds will be accepted and judged.

Dairy Goats All breeds will be accepted and judged.

RABBIT DIVISION

This department will consist of Junior and Senior Divisions. All rabbits must be free of disease and in good health, Any rabbits showing signs of sickness, sore ears, or sore feet will be disqualified. Ribbons will be awarded for 1st, 2nd, and 3rd place and premiums are based on .50 a point. All breeds are accepted and pure, registered and mixed will be judged separately.

PAGEANTS

Pageants are open to legal residents of Phillips, Lee and Monroe Counties. Entry forms for all age divisions can be picked up at the Marvell Water Department or by calling Barbie Washburn at (870) 829-1001. Judges will not be residents of Phillips, Lee, or Monroe Counties. The decisions of the judges will be final. The Tri-County Fair Association will not be responsible for loss of personal belongings or personal injury during the Pageants. Only one adult accompanied with a contestant will be allowed through the pass gate. All others must enter through the fair entrance.

All contestants must be registered by the contest deadline! A contestant may not win the same age division more than once! No Exceptions!

The Jr. Miss and Fair Queen will represent the Tri-County Fair at the Arkansas State Fair Queen Competition.

TALENT SHOW

The Tri-County Fair Talent Show is open to contestants ages 2-21 and will be divided into 3 divisions.

Kids Talent 2-9 years old

Jr. Talent 10-15 years old

Sr. Talent 16-21 years old All entries must be pre-registered and entry fees paid. Junior and Senior winners will represent the Tri-County Fair at the Arkansas State Fair Talent Show. Entry forms for all divisions with rules for each division are available and can be picked up at the Marvell Water Department or by calling Barbie Washburn at (870) 829-1001. Judges will not be residents of Phillips, Lee or Monroe Counties. The decision of the judges will be final!

The Tri-County Fair Association will not be responsible for loss of belongings or personal injuries during the competition. Only one adult accompanied with the contestant will be allowed through the pass gate. All others must enter through the fair entrance. All contestants must be registered by the contest deadline!

TRI-COUNTY FAIR POWER WHEEL DERBY

All contestants must be between the ages of 3-10 years old. All drivers must bring their own power wheel vehicle. Drivers will be divided into groups. These groups will be determined by the contest coordinators on the day of the contest. Each vehicle will have a balloon on the front and back of the vehicle, when both balloons are popped the driver is out of the competition, but can return for the consolation heat. Drivers cannot hit on the side of the vehicles only on the front and back to pop the balloons. Vehicles can be decorated in any way you choose but do NOT have to be decorated. All decisions will be final and the contest coordinators have the final decision. All vehicles MUST have a power wheel size battery. Prizes will be awarded to 1st, 2nd, and 3rd place winners.

The Tri-County Fair Association is not responsible for any damages to the vehicles or injuries to the drivers! All vehicles and drivers must be at check in by 4 pm on the day of the contest.
